Geographic Information Systems (GIS) Specialist
Posting will remain online until position is filled.GENERAL PURPOSEThe Geographic Information Systems (GIS) Specialist is responsible for maintaining assessment and other records, providing information and assistance regarding assessment matters, and locating properties.SUPERVISION RECEIVEDThis position reports directly to the Director of Fiscal Affairs.SUPERVISION EXERCISEDThis position is not responsible for the supervision of other employees.ESSENTIAL DUTIES OF THE POSITIONProvides information and assistance regarding assessment matters, tax bill preparation, and locating properties.Maintains assessment, occupation, and other files.Maintains the GIS mapping workstation.Works closely with school districts, tax collectors, the public, and other individuals/agencies.Edits and maintains the tax parcel digital boundary lines. Trains and assists Geographic Information Systems (GIS) Technician 1 and 2 with mapping software, and standard office practices.Performs tax parcel conversion.Performs Geographic Information Systems (GIS) analysis or digitizes data to create maps, reports, and building permit layers to support Property Assessment as requested for field inspection or special projects.Researches and develops new ways to use technology to advance Property Assessment / Property Mapping relationship.Maintains web pages for Property Assessment, Tax Claims, and Property Mapping.Attends continuing education classes and seminars to maintain state CPE certification and stay current with Geographic Information Systems (GIS) technology.*An employee assigned to this title shall perform a majority, but may not perform all, of the duties listed in this job description. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.REQUIRED MINIMUM QUALIFICATIONSEDUCATION & EXPERIENCE – Completion of a high school, or general equivalency diploma; ANDGraduation from an accredited college or university with a Bachelor’s degree in a Geography related field; ANDAt least three (3) years of satisfactory full-time professional experience in Assessment/Appraisals and Geographic Information Systems (GIS); ANDMust be a resident of the Commonwealth of Pennsylvania for a minimum of six (6) months.KNOWLEDGE, SKILLS, AND ABILITIES Ability to function independently, have flexibility, and the ability to work effectively with the public, co-workers, and other related professionals.Knowledge of GIS software and database management.Knowledge of practices and laws regarding property assessment, deeds, and survey plans.Ability to research and approach problems in a logical manner.Comprehensive knowledge of cartography regarding map creation, analysis, and interpretation.Strong customer service skills.Attentive to details.Ability to coordinate multiple priorities and competing time demands.Ability to read, write, speak, understand and communicate in English to perform the duties of this position.TOOLS AND EQUIPMENTTelephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder.PHYSICAL DEMANDSWhile performing the duties of this job, the employee is frequently required to walk, sit, talk or hear. The Office of Property Valuation has an opening for a Geoprocessing Specialist II in the Division of Minerals Taxation. We are seeking a highly motivated individual who has the ability to communicate clearly and concisely to elected officials, staff, and other managers.As a Geoprocessing Specialist II for the Commonwealth of Kentucky, you will provide direct technical assistance to PVAs and local officials to resolve tax matters.1. Responsibilities include, but are not limited to:Provide guidance and support to PVAs in geographic information systems (GIS) global positioning system and sketching technology.Follow established procedures, consistently identify file and inventory all GIS digital maps in library.Develop GIS software program applications and techniques to meet end users needs.Increase efficiency of the GIS system by analyzing, refining and keeping up on current recommendations and technology.Process map sales timely.The successful candidate must possess clear communication skills to work with taxpayers in person or over the telephone and in writing, sometimes in confrontational situations.2. Additional / Supplemental information:Required to successfully complete a background investigation including an FBI criminal history record check (fingerprint check).Required to comply with all tax laws.Mostly at a desk using a computer and telephone.Some travel for training and education.We offer opportunities for flexible work schedules.3. Minimum RequirementsEDUCATION: Graduate of a college or university with a bachelor's degree. Applicant must have successfully completed six semester hours in computer science, data processing, or geographic information system courses. EXPERIENCE, TRAINING, OR SKILLS: Two years experience in geoprocessing. Substitute EDUCATION for EXPERIENCE: A master's of science degree will substitute for one year of the required experience. Substitute EXPERIENCE for EDUCATION: One year experience in geoprocessing will substitute for the six semester hour requirement. Experience in manual mapping techniques, photogrammetry, or land surveying will substitute for the bachelor's degree on the basis of 18 months experience for one year of education.
